Our Governance Promise

The Railroad Avenue Historic Cultural Economic District is guided by a board committed to transparency, revitalization, and responsible stewardship. We make decisions in the open, document our progress, and invite public input at every stage.

Board Composition: 7 Voting Members + 1 Non-Voting Member

Voting Members

  • Councilwoman Lady Fontenette Brown — District 12 
  • Laura Fontenette — Chamber of Commerce Representative
  • Charlene Moore — Jeanerette City Council
  • Marcus Bryant — State Representative, District 96
  • Robert Allain — State Representative, District 21
  • Lauren Brown — Small Town Arts & Festival Foundation
  • Lakeya Manuel — Community Member (Resident of the Railroad Avenue Historic Cultural District)


Non-Voting Member (Ex Officio)

  • Hon. Carol Bourgeious, Sr. — Mayor of Jeanerette (Advisory role; non-voting)

What the Board Does

  • Sets Vision & Policy: Aligns revitalization priorities with culture, community, and commerce.
  • Approves Projects & Budgets: Reviews proposals, funding sources, and performance metrics.
  • Ensures Accountability: Adheres to open-meeting practices and conflict-of-interest standards.
  • Builds Partnerships: Engages with residents, small businesses, investors, and civic leaders.

Meeting Practices (Transparency & Access)

  • Public Meetings: Regular meetings are open to the public; dates posted on the website.
  • Hybrid Access (Zoom): Community members may attend virtually; links are posted with the agenda.
  • Quorum: A majority of voting members constitutes a quorum to conduct official business.
  • Minutes & Materials: Agendas and approved minutes are published in the Transparency Hub.
  • Public Comment: Time is reserved each meeting for community voices and stakeholder input.

Decision-Making & Ethics

  • Majority Vote: Actions pass by a majority of voting members present.
  • Conflict of Interest: Members must disclose and recuse from matters where a conflict exists.
  • Procurement Standards: Competitive, fair, and consistent with applicable local/state rules.
  • Annual Review: Yearly assessment of goals, budget use, and impact metrics (jobs, businesses opened, events, restoration milestones).

How to Engage

  • Attend a Meeting: Join in person or via Zoom.
  • Submit Input: Share ideas or concerns via the contact form or email.
  • Propose a Project: Businesses, artists, and partners can submit concepts through our intake form.
